Ottawa has published a draft of rules for stablecoin issuers and opened a consultation lasting 60 days. According to Decrypt, the draft requires holding reserves at a one-to-one ratio and ensuring prompt redemption of tokens.
According to CMC Alexandria, the redemption fee must not exceed 1%. Comments are accepted until December 23.
The ban on paying yield to holders remains in place. According to CMC, it also extends to payments made through third parties. This makes it harder to offer yield on stablecoins by circumventing the restriction.
The draft is not final, and the requirements may change following the consultation. The sources do not state when the rules will take effect.
